Secret societies shrouding organized criminal
conspiracies are a major challenge to law enforcement in Hong Kong.
About 50 triad groups, many of them minor localized gangs of young
thugs, are active in modern Hong Kong. There are several larger groups
which are syndicates of sophisticated criminals, mirror images of such
similar western empires of crime as the Mafia.
The secretive nature of triad societies, based
originally on patriotic Chinese resistance to Manchu rule, makes it
virtually impossible for police to penetrate the inner sanctums of
these organizations. Romanticized legends of the past are far removed
from the present day realities; triads prey on the weak, the innocent
and the foolish. Their activities are funded by enormous income from
gambling, prostitution, pornography, narcotics, loan sharking,
extortion, terror and violence. There is no criminal act in which they
do not eagerly participate, if an illegal profit can be made.

The Ice Dragon
Jimmy Tran AKA The Ice Dragon. Aptly named as he is
as cold as he is deadly. He never gets nervous or hot-headed in a fire
fight; always remains stoic & precise. An accomplished Martial
Artist as well. Very rich and well educated.
His family owns several honest businesses; from restaurants to an
import company. He himself has some legitimate holdings in Hong Kong &
in New York City's Chinatown to help hide the illegal aspects of his
criminal earnings.
He has a distinctive tattoo of a dragon on his
chest.
Tran once blew up a gas station to evade police
capture.
Tran's girlfriend is the sister of SDU
Commander Chow.
One of his many business ventures are a string of underground
strip clubs which double as illegal brothels
in Chinatown.
